Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are released from multiple capitals. Immense energy is expended on containing particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "settlement".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from enemy soil, a capability enabled by up-to-date information. From witness perspectives, defense planes that had been scrambled to intercept incoming aerial threats flew past – advanced fighter aircraft supplied to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons engaged: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every firing creates sudden vibrations, causing tremors. The brief panic quickly gives way to sober acceptance: perhaps the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.
Ongoing Risks
Following this, a automatic firearm fired at a drone close by, part of a rapid response unit – most likely Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.
Intermittently, this continued until dawn. Kyiv faced the early updates: multiple fatalities, devastation and utility failures in many homes as a result of the night's assault. As always, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's critical military reliance on external assistance – a dependence that European nations are evidently unprepared to replace in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from US administration provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new initiative from Washington unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This trend will, no doubt, persist.
Political Considerations
It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a premise well known to international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House presumes that it is unrealistic to pressure the Kremlin to surrender the territory that it presently holds in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, American administration does nothing to discourage Russia, through diplomacy or military means, from thinking that the current condition will not change more in its benefit in the near future.
Divergent Views
Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a complete military breakdown until circumstances change in its advantage.
Present Conditions
Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their task will now be much harder after current events, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are driving the talks.
Summary and Prospects
It took a mere seven days to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.
While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
